If the resolution provided by Section 913.03 requires that the work be done by the Department of Public Works, the Department of Public Works shall proceed with the work in accordance with the plans and specifications prepared and maintain accurate cost accounts of the improvement, including labor, material, equipment and transportation, to all of which shall be added fifteen percent for administrative overhead and supervision.
