913.03 ITEMS To BE PREPARED BY CITY MANAGER.
   Upon receipt of the petition provided by Section 913.01, the City Manager shall prepare or cause to be prepared the following:
   (a)    A list of the names of the property owners owning the property adjacent or abutting upon the work to be done and upon which the cost is proposed to be assessed, together with the front footage of such property affected thereby.
   (b)    Preliminary plans, specifications and cost estimates of the work proposed to be done.
   (c)    A resolution for presentation to Council at the next regular meeting, which resolution shall include the following:
      (1)    A statement of the existence of the petition and a verification of the names and addresses of the signers of such petition.
      (2)    The names and addresses of each of the property owners affected including the front footage of each.
      (3)    An attachment containing the preliminary specifications and cost estimates.
      (4)    A direction to the City Manager to notify each property owner affected by the proposed work of the existence of the resolution, and an order that if such property owner does not proceed with the installation of the work in accordance with the plans and specifications that the City would do the work or cause the work to be done and the cost thereof assessed against the property and property owner.
      (5)    An order that if the property owner does not do such work within a reasonable time, the City Manager shall proceed therewith.
      (6)    That the cost of the work or contract be assessed against the abutting property owners or any fraction thereof.
