Upon the passage of the resolution provided for in Section 913.03, the City Manager shall prepare and serve upon each property owner affected, a notice ordering the property owner to install the proposed sidewalk, curb or gutter according to the plans and specifications prepared and advising the property owner that if such installation is not commenced within thirty days from the date of the notice and completed within a reasonable time thereafter, that the City shall proceed to do the work by its Department of Public Works or shall cause a contract to be let for the work and shall assess the cost thereof against such property and property owner.
