Upon passage of the resolution as required by Section 913.03, the Department of
Public Works shall cause final plans and specifications of the work proposed to be done to be prepared. Such plans and specifications shall be to standard or minimum specifications promulgated by the Department of Public Works. The plans and specifications shall be accompanied with preliminary cost estimates of the work. A complete set of such plans, specifications and preliminary cost estimates shall thereafter be maintained in the office of the Director of Public Works as a part of the public records of the City for a period of three years, open for public inspection during regular business hours.
