No person in any street or highway or upon any sidewalk or footway shall engage in obstructing passage along or upon the same, by catching hold of or soliciting any person or in any way interfering with his free passage along any of the streets, highways, sidewalks or footways, for the purpose of inducing or compelling him to buy any article or thing which such solicitor may have for sale, whether in possession or from any store or stand, or patronize any hotel, inn, boarding house or other place of entertainment or amusement, except as otherwise provided by this article.
