193.01 FEES.
   There shall be taxed or levied as costs in the Police Court of the City the following fees in each criminal case to come before such Court:
   In each case, an amount of four dollars and fifty cents ($4.50) to cover all official services in connection with each such case, including affidavit for warrant, search and seizure warrant, warrant for arrest, trial examination, issuing subpoenas and copies thereof, swearing and certifying attendance of witnesses, entering judgment and taxing costs; provided, that no such costs shall be levied for the issuance of notice of overtime parking, nor for any other traffic ticket involving a nonmoving violation, where no warrant or summons is issued nor any arrest made.
   In addition, each incarcerated individual shall pay a lodging fee of fourteen dollars ($14.00) per day. (Ord. 82-3. Passed 2-18-82.)
193.02 COURT COSTS FOR CRIME VICTIM’S REPARATION FUND.
   Every person within the City who is convicted of or pleads guilty to a misdemeanor before the City Police Court other than a traffic offense that is not a moving violation, shall pay the sum of three dollars ($3.00) as costs in the case, in addition to any other court costs that the court is required by law to impose upon such convicted person. The Police Court wherein such additional costs are imposed shall, on or before the last day of each month, transmit all such costs received under this article to the West Virginia State Treasurer for deposit in the West Virginia State Treasury to the credit of a special revenue fund to be known as the “Crime Victim’s Reparation Fund”.

193.03 COURT COSTS AND BOND FOR FUNDING OF LAW-ENFORCEMENT TRAINING PROGRAMS.
   (a)   Beginning on the effective date of this section, a two dollar ($2.00) fee shall be added to the usual court costs of all criminal court proceedings involving violation of any criminal law of the Municipality, excluding violations of Municipal parking ordinances.
   (b)   Beginning on the effective date of this section, a two dollar ($2.00) fee shall be added to the amount of any cash or property bond posted for violation of any criminal law of the Municipality, excluding bonds posted solely for violation of Municipal parking ordinances. Upon forfeiture of such bond, the two dollar ($2.00) fee shall be deposited as provided in subsection (c) hereof.
   (c)   All fees collected pursuant to subsections (a) and (b) hereof shall be deposited in a separate account by the Police Court. Within ten calendar days following the beginning of each calendar month, the collecting agency shall forward the amount deposited to the State Treasurer for deposit to a special revenue account for the funding of law-enforcement training academies and programs.

193.04 FEES FOR FUNDING ACQUISITION, MAINTENANCE AND REPAIR OF POLICE EQUIPMENT.
   (a)   Beginning on the effective date of this section, a one hundred dollar ($100.00) fee per citation shall be added to the usual court costs of all criminal court proceedings involving the violation of any criminal law of the Municipality, excluding violations of municipal parking ordinances.
   (b)   All fees collected pursuant to subsection (a) hereof shall be collected by the Police Court and remitted within ten (10) days to the Finance Director for deposit into an escrow account for funding the acquisition, maintenance and repair of supplies, equipment and expenses of the Police Department (the “Police Fine Escrow Account”).
