106.15 CONSTRUCTION AND DEFINITIONS.
   This article shall be construed so as to be consistent with West Virginia Code Article 3-3, as amended. Regulations of the Secretary of State shall govern in preference to provisions of this article, in the event of a conflict.
   Throughout this article, the term "Clerk" means the City Clerk of the City of Clarksburg.
   Throughout this article, whenever time periods or particular methods are prescribed in the close of certain acts, if any statute of the state of West Virginia relating to petitions, initiatives or other specialized electoral matters impliedly or directly requires a different time period or method, then the time period or method prescribed in this article shall be deemed to conform to the statute, with respect to the matter set forth in the statute.
   Wherever this article provides that performance of an act on a form or pursuant to methods or rules to be prescribed by the Secretary of State, if the Secretary of State has provided no such form or has prescribed no such method or rules, then the Clerk may prescribe the methods or rules to be pursued and may make such forms as may be necessary.
