In order to assist the motorist in determining the streets affected by this chapter, the Director of Public Service is authorized to place yellow bands around utility poles on the streets designated in Section 357.05. The Director of Public Service shall through radio, newspaper or other available media, disseminate information as to the existence of such an emergency.
