(a) The following shall be metered parking zones by way of parking meters:
• Both sides of Paint Street from Water Street to Fourth Street, which shall be designated as a two-hour maximum parking zone.
• Both sides of Second Street from the alley 440 feet west of the center of Paint Street (near the Majestic Theater), which shall be designated as a two-hour maximum parking zone.
• Four meters at the parking lot on Main Street next to Eastern Star Temple.
(b) The following shall be unmetered parking zones by way of street parking:
• Both sides of Main Street from High Street to Bridge Street.
• Both sides of Water Street from Park Street to Mulberry Street.
• Both sides of Walnut Street from Water Street to Fifth Street.
• Both sides of Mulberry Street from Water Street to Fifth Street.
(c) The following shall be unmetered off street pay parking:
• The Municipal Parking Lot at the corner of Paint Street and Fourth Street (North/West Corner).
• The Municipal Parking Lot at Second Street next to 42 West Second Street (Elks Lodge).
(1) There shall be allocated twenty parking spots on the City-owned Municipal Parking Lot at Second Street next to 42 West Second Street (Elks Lodge) for use as follows:
Up to ten parking spots may be occupied by Chillicothe Police Department vehicles identified by placards hanging on the vehicles’ rear-view mirrors. Departmental vehicles displaying the placards may occupy any space on the lot daily from 8:00 a.m. until 4:00 p.m. with a waiver of parking rates set in City Codified Ordinance 353.07 during that time period.
Up to ten parking spots may be occupied by Ross County Sheriff’s Department vehicles identified by placards hanging on the vehicles’ rear-view mirrors. Departmental vehicles displaying the placards may occupy any space in the lot daily from 8:00 a.m. until 4:00 p.m. with a waiver of parking rates set in City Codified Ordinance 353.07 during that time period.
(d) The following shall be free parking:
• The Municipal Parking Lot located on Water Street at the head of the City Park.
(e) Both metered zones and unmetered parking zones shall operate from the hours of 8:30 a.m. to 4:30 p.m. Saturdays, Sundays and the following holidays are excluded: New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day and Veterans Day.
(f) From time to time hereafter as traffic conditions require, the Mayor shall establish parking meter zones subject to this chapter in such other streets as are designated by Council for the location of such zones.
(g) In parking meter zones, the Mayor shall cause parking meters to be installed and parking meter spaces to be designated as hereinafter provided, and shall fix a time limitation for legal parking in such zones, and the hours during the day or night when parking meters shall be used and when the time limitations shall be effective, in compliance with the provisions of this chapter. He shall also indicate the time limitations by designating the same on the parking meters, or by appropriate signs posted in proximity to the meters in the zones, and shall also designate the excluded day as set forth herein.
(h) In unmetered pay parking zones, the Mayor shall cause appropriate signage to be installed in proximity to the unmetered parking zone designating payment options, time limitations for legal parking, and hours during the day or night when payment is required, in compliance with the provisions of this chapter.
