(a) When any vehicle is parked in any space adjacent to which a parking meter is located in accordance with this chapter, the operator of the vehicle shall, upon entering the parking space, immediately deposit or cause to be deposited sufficient U.S. currency in such parking meter, according to the terms and conditions imposed herein. Failure to deposit such payment in accordance with the terms and conditions imposed shall constitute a violation of this chapter and shall subject the person to the penalty prescribed in Section 303.99 and Chapter 352 of the Codified Ordinances of the City of Chillicothe. Upon the deposit of lawful payment and placing the meter in operation, the parking space may be lawfully occupied by such vehicle during the parking time prescribed for that part of the street where such parking meter is located.
(b) When any vehicle is parked in any unmetered off-street pay parking lot, the operator of the vehicle shall, upon entering the parking space, immediately make payment using the authorized method established by the Safety Service Director and posted on parking lot signage, including but not limited to the utilization of electronic payment.
(c) The rates for metered and unmetered parking are hereby set as follows:
(1) Metered Parking: Twenty-five cents (25¢) per fifteen minutes of parking.
(2) Unmetered Parking: Fifty cents (50¢) per hour of parking.
(d) If any vehicle remains parked in any metered parking space beyond the parking time limit fixed for such parking space, the parking meter shall by its display indicate such illegal parking. If any vehicle remains parked in an unmetered parking space beyond the parking time limit fixed for such parking space, the violation will be reflected online in the electronic payment application or other means as posted on parking lot signage. In either event, such vehicle shall be considered as parked overtime and beyond the period of legal parking time and the parking of a vehicle overtime or beyond the period of legal parking time in any such part of a metered or unmetered street or metered or unmetered parking lot shall be in violation of the provisions of this chapter and punished as such.
(e) The Safety Service Director, by administrative order, may establish alternative payment methods such as credit and debit cards or payment boxes for the use of metered spaces and off street pay parking lot spaces, including the use of mobile phone applications. The Safety Service Director may designate pay parking spaces by signage in lieu of installing parking meters, unless Council shall revise his/her act or decision.
