151.03 APPOINTMENTS; BENEFITS.
   (a)   Except as otherwise provided in Section 151.03(b) and 151.03(c) all positions established in Section 151.02 of this chapter shall be in the unclassified service pursuant to Ohio R.C. 124.11, shall be entitled to all benefits to which unclassified employees are entitled by law or as otherwise approved by Council, and shall be appointed by and serve at the pleasure of the Administrative Judge of the Municipal Court, save and except the other Judge of such Court shall have full and exclusive appointing authority over one Courtroom Bailiff-Assignment Commissioner position and one Court Reporter position.
   (b)   The positions of part-time Deputy Bailiff, part-time Bailiff and part-time Court Security Officers shall receive only those benefits required by law and longevity benefits based on a prorated ratio to yearly hours worked, up to and not to exceed 2080 hours, multiplied by the longevity benefit per the AFSCME 1562 contract.
   (c)   The positions of Deputy-Clerk Stenographer and Secretary II shall be included in the classified service of the City since the Civil Service Commission has found that the fitness for such positions may be determined by competitive examination. The Clerk of the Court shall be the appointing authority for the Deputy-Clerk Stenographers and the Administrative Judge of the Municipal Court shall be the appointing authority for the Secretary II.
