The Mayor is hereby authorized to appoint a Flood Control Board to oversee the operation and maintenance of the Chillicothe Floodwall. Such board shall consist of the Mayor, Floodwall Superintendent, Service Director, City Engineer, and two citizens appointed by the Mayor for four year terms. The initial citizen appointments begin for a two year and a four year appointment so as to stagger the appointments. Thereafter, the appointments shall be for four year appointments.
