(a) It shall be the duty of the Public Safety Director to issue numbers for buildings and structures in the City which are not numbered and the Public Safety Director is further authorized to require the property owner or occupant to change the existing number of buildings and structures in order to maintain a systematic sequence of numbering of buildings and structures in the City.
(b) It shall be the duty of the owners and occupants of every building and structure in the City to have placed thereon in a place visible from the street, numerical figures, at least two and one-half inches high which show the number of the building or structure.
