(a) The Civil Service Commission is hereby authorized and directed to amend Rule V, 1 to provide that a person over the age of twenty-one may receive an original appointment to the Police Department.
(b) The Civil Service Commission is hereby authorized and directed to amend Rule V, 2 to provide that a person over the age of eighteen may receive an original appointment to the Fire Department.
