(a) The Mayor, the City Auditor and the City Solicitor are designated as the Real Estate Appraisal and Option Board, and shall have the authority to make appraisals or to retain the services of appraisers and realtors to appraise land to be acquired by the City. In the event the City desires to have the services of realtors or appraisers to appraise for acquisition of property and/or property rights or purchase agreements for such land, the fee schedule shall be as follows:
(1) The schedule for each residential parcel for each appraiser is as follows:
Residential Per Appraisal One-family dwelling 150.00 Two-family dwelling 175. 00 Three, four-family dwelling 200.00 More than four-family dwelling A basic charge of $200.00 plus $25.00 per unit over four units. |
(2) The schedule for each commercial parcel for each appraiser shall be as follows:
Commercial:
All commercial appraisals shall be done on the basis of a two hundred fifty dollar ($250.00) charge for the basic appraisal.
In cases involving a mixture of commercial and residential usages in the same parcel, the fee shall be two hundred fifty dollars ($250.00) plus twenty-five dollars ($25.00) per apartment unit in the building.
(3) Twenty-five dollars ($25.00) an hour for any specialty or industrial property as determined by the Real Estate Appraisal and Option Board. When an appraisal is authorized under subsection (a)(l) to (3) hereof, the appraisal shall be in accordance with standards and forms adopted by the Real Estate Appraisal and Option Board.
(4) The schedule for vacant land is as follows:
Vacant Land: Nonplatted land: $150.00 per appraisal Platted land: $125.00 plus $25.00 per lot. |
(b) The Real Estate Appraisal and Option Board shall have the authority to retain the services of negotiators to negotiate for land needed by the City. The amount that shall be paid for such negotiator shall be as set forth in the following schedule:
(1) One hundred dollars ($100.00) for each residential parcel for each realtor or negotiator.
(2) One hundred fifty dollars ($150.00) for each commercial parcel for each realtor or negotiator.
(3) Twenty-five dollars ($25.00) per hour for each realtor or negotiator after four hours of work, not to exceed ten hours per negotiation, as determined by the Real Estate Appraisal and Option Board.
(c) Any appraisal that has been completed by an appraiser in which that person is requested to go out and make a new appraisal based on additional factors or information given to the City shall be considered a separate appraisal and a separate fee in accordance with subsections (a) and (b) shall be paid for that service.
(d) Any work requiring conferences with the City officials after the appraisal and/or requiring preparation for trial and testimony shall be paid at a rate not to exceed one hundred fifty dollars ($150.00) for each day’s court testimony and twenty-five dollars ($25.00) per hour for pretrial conference with the attorney or public official.
(e) An appraisal assignment shall be completed within thirty days after the assignment is received unless the assignment is extended for good cause by the Real Estate Appraisal and Option Board.
