(a) The Utilities Director shall collect only uniform tap fees and not charge or collect any assessment or special assessment in connection with an application for a sewer or water tap permit, unless Council specifically directs the Director to levy an assessment on a case by case basis, by passage of a motion duly recorded.
(b) Insofar as Sections 911.09 and 915.05 or any other provisions of the Revised Ordinances purport to authorize the Director to automatically levy and collect assessments to those seeking sewer or water taps, those provisions are hereby repealed and made subject to the foregoing prior Council approval mechanism.
