(a) The city hereby levies and shall collect a fee in the maximum amount allowed by state law for each permit and license issued by the Texas Alcoholic Beverages Commission for premises located within the corporate limits of the city.
(b) The permit or license fee shall be due and payable on or before January 1 of each year.
(c) No person shall engage in the business of selling or serving alcoholic beverages within the city without first having paid the applicable fees established by the City.
