Each person operating a public parking facility shall remain open for a long enough period of time to return a patron's automobile keys or make arrangements for the safe return of such keys.
Any person found in violation of the provisions of this section shall be subject to a fine of not less than $50.00 nor more than $500.00, revocation of license, or to both such fine and revocation.
