No permit for a fire escape stairway shall be granted unless a detailed plan for such fire escape stairway approved by an architect or a structural engineer shall be submitted to the building commissioner, and a copy of such plans shall be filed with the building commissioner. No change in the position or the removal of any existing fire escape or stairway shall be made, nor shall any change in the position of any stairway or fire escape be permitted unless the written consent of the building commissioner shall be first obtained.
