When the plans for new buildings or structures involve foundations, piles, piers, or footings extending lower than 25 feet below city datum, the plans for such foundations shall be submitted to the board of underground for advice as to the presence or proximity of any public utility. When application is made for a permit to erect any building or structure with a foundation, or part thereof, designed to extend to a depth of 40 feet, or more, below city datum, the plans of said building or structure shall be submitted to the board of underground and his or her approval secured before a permit is issued by the building commissioner for the erection of such building or structure.
