201.02 PURPOSE AND APPLICABILITY.
   (a)   The purpose of this Article is to provide additional and alternative methods and processes to enforce the Municipal Code provisions regarding external sanitation and common nuisances related to property located within the City in a fair, speedy, and inexpensive manner, and to improve compliance with such provisions. To the extent this article conflicts with an existing ordinance identified below, Article 201, et seq., shall be controlling.
   (b)   This article shall be in addition to those methods and processes otherwise contained in the Codified Ordinances of the City of Charles Town and shall be applied at the discretion of the enforcement officer enforcing the provisions of this section.
   (c)   This article shall apply to any of the following violations:
      (1)   Public nuisances as defined in Section 1101.02 (b), (c), and (d) of the Codified Ordinances of the City of Charles Town; and
      (2)   Violations of Sections 909.01 displaying goods, 909.03 snow removal, 909.04 weeds and rubbish, Article 951 garbage collection, and 1103.01 weeds of the Codified Ordinances of the City of Charles Town; and
      (3)   Violations of the Charles Town Zoning Ordinance, Articles 1321-1325, and the Charles Town Subdivision Ordinance, Articles 1331-1336.
   (d)   The Zoning Administrator and the Chief of Police and their designees shall have authority to enforce the provisions of this section and shall be referred to herein collectively as enforcement officials.
