Every person shall keep clean and free from weeds, dirt and rubbish the sidewalk or walks immediately adjacent to the premises occupied by him from the property line to the curb line. Every day of failure to remove weeds, dirt or rubbish after notice to the head of the family to do so by an officer of the City shall constitute a separate offense by such head of the family.
(a) Sidewalks shall be maintained by the owner and the occupier of the adjoining real estate. All sidewalks shall be kept in a proper state of repair and maintained free from hazardous conditions.
(b) Every owner of property in the City of Charles Town shall, on ninety days notice from the City of Charles Town Code Official, construct or reconstruct either a sidewalk or curb, or both, as specified in the notice, which shall conform to all applicable requirements of this section or any previous ordinance, in front of or alongside of such property. Failure to make said repairs as required by said notice shall constitute a violation of this section and subject the owner or occupier to the penalties set forth in Section 909.99. If such repairs are not made within such time, the committee on streets shall have the same made at the expense of the City which expense shall become a lien on such property, and be collected and enforced as other levies.
(c) Every owner of property in the City shall have sixty days notice from the Code Official to repair the sidewalk or curbing or both, in the manner stipulated in such notice, in front of or alongside of such property. Failure to make said repairs as required by said notice shall constitute a violation of this section and subject the owner or occupier to the penalties set forth in Section 909.99. If such repairs are not made within such time, the committee on streets shall have the same made at the expense of the City which expense shall become a lien on such property, and be collected and enforced as other levies.
