(a) No parent or guardian shall allow any child between the ages and the hours applicable to such child as set forth in § 509.10 hereof to be or remain in or loiter, idle, play or be present in or upon a public place, including but not limited to public streets, sidewalks, highways, roads, alleys, parks, playgrounds, parking lots and public grounds; business establishments; and public or private school grounds.
(b) Any parent or guardian found guilty of violating § 509.11 shall be fined not less than $25.00 for the first offense, not less than $50.00 for the second offense, and not less than $100.00 for each and every offense thereafter.
