901.43 CONNECTING WITH EXISTING STREETS.
   (a)   Proposed streets shall be planned and designed to integrate with, and compliment, the existing street system. The planning and design considerations thereof shall be subject to the approval of the Municipal Approving Authority for the project. Should the Approving Authority determine that the proposed street layout, design, classification or other characteristics thereof are not adequate, in the Authority's opinion, then the developer shall make such modifications as are necessary to meet the requirements of the Approving Authority.
 
   (b)   No new street which intersects with an existing street shall generate additional traffic onto the existing street in such volume as to cause reclassification of the existing street (see Section 901.14) due to the anticipated increase in traffic volume on the existing street (see ADT limits; Section 901.61). No new street shall intersect with an existing street when such intersection will cause reclassification of the existing street due to a change in function of the existing street (see Section 901.35). Variance to these limitations will be considered by Council only when no other alternative is available to the developer; and shall, if granted, shall be subject to such special terms, conditions and other requirements as may be required by Council.
