406.02 EFFECTIVE DATE AND FILING OF RULES AND REGULATIONS.

The written rules and regulations authorized by Section 406.01 shall be in the form designated by the Manager and shall be signed and dated by the Manager. Such rules and regulations shall be filed with the Clerk of Council and shall take effect fifteen days after they are so filed.
