In the event that a provision of any rule or regulation promulgated by the Manager under authority of Section 406.01 conflicts with a provision of any ordinance of the City, the rule or regulation shall prevail over the ordinance provision if the effective date of such rule or regulation is subsequent to the effective date of the ordinance; otherwise, the provision of the ordinance shall prevail and the rule or regulation shall be considered repealed to the extent of such conflict.
