406.03   AMENDMENT AND REPEAL.
   The Manager may amend or repeal any written rule or regulation promulgated under authority of Section 406.01, and Council may amend or repeal, by ordinance, any rule or regulation promulgated by the Manager under authority of Section 406.01.
