   915.01 PERMIT REQUIRED.
   No unauthorized person shall uncover, make any connections with or opening into, use, alter or disturb any public sewer or appurtenances thereof without first obtaining a written permit from the Director.

   915.02 PERMIT CLASSES, APPLICATION AND FEES.
   There shall be two classes of building sewer connection permits:
      (1)   For residential and commercial service, and
      (2)   For service to establishments producing industrial wastes.
   In either case, the owner or his agent shall make application on a special form furnished by the City. The permit application shall be supplemented by any plans, specifications or other information considered pertinent in the judgment of the Director. A separate building sewer connection permit shall be obtained for each building sewer connection. An appropriate permit inspection fee for each building sewer connection permit requested shall be paid to the City at the time the application is filed.
   Any person to whom a building sewer connection permit is issued shall be responsible for obtaining any additional required permits to open cut any street, road or highway, from the appropriate Public Authority having jurisdiction over such street, road or highway and shall comply with all conditions required by such additional permits.
   Any person to whom a building sewer connection permit is issued will be held responsible for the proper installation of the building sewer in accordance with this chapter.

   915.03 OWNER SHALL PAY COSTS.
   The owner of the premises served by a sewer shall be responsible for the maintenance and cleaning of the building sewer from the building to the point of connection with the public sewer and for the maintenance, operation, cleaning, repair, and reconstruction of the building sewer from the building to the property line or point of connection in a public easement.
   All costs and expense(s) incident to the installation, connection and maintenance of the building sewer shall be borne by the owner. The owner shall keep harmless the City from any loss or damage that may directly or indirectly be occasioned by the installation of the sewer.

   915.04 INDEPENDENT BUILDING SEWERS; EXCEPTIONS.
   A separate and independent building sewer shall be provided for every building, except where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, court, yard or driveway as determined by the Director, the building sewer from the front building may be extended to the rear building and the whole considered as one building.
