A perfectly prepared and recorded subdivision or plat means little to a prospective lot buyer until he can see actual physical transformation of raw acreage into lots suitable for building purposes and human habitation. Improvements by the subdivider spares the community of a potential tax liability. The following tangible improvements are required before final plat approval in order to assure the physical reality of a subdivision which approval and recordation will establish legally.

Every subdivision developer shall be required to grade and improve streets and alleys, install curbs and sidewalks, monuments, storm and sanitary sewers, storm water inlets, water mains, street name signs and gas where available in accordance with specifications established by the City.

Covering streets, sanitary sewers, water lines, storm sewers and other public utilities:
(a) Each project shall have a complete set of working drawings and typical sections covering all the improvements prepared in accordance with the detailed specifications on file and approved by the Safety-Service Director.
(b) All improvements shall be made under supervision of the Safety-Service Director or his approved representative.
(c) Detailed specifications required for all improvements are on file in the City offices. It would be advisable for each developer to thoroughly acquaint himself with their requirements before preparation of working plan.
