Inasmuch as the Grantee has constructed and now is maintaining and operating the electric utility property and facilities in and upon the streets, alleys, highways, and public places in the City, it is hereby adjudged and declared that this Ordinance 537 as codified herein is necessary for the preservation of the public peace, health and safety, and therefor this Chapter shall take effect on October 1, 1995.
