8-2-8: STARTING; PARKING:
   (A)   Aircraft engines shall be started and warmed up only in the place designated for such purposes by the Airport Manager. At no time shall engines be turned up when other planes, hangers, shops, other buildings or persons on the observation area are in the path of the propeller steam. Aircraft moving away from the parking ramp shall avoid damaging other parked aircraft with their propeller steam.
   (B)   Aircraft shall not be parked except in areas and in the manner designated by the Airport Manager.
   (C)   All repairs to aircraft or engines, except emergency repairs, shall be in the area designated by the Airport Manager.
   (D)   No person except airmen, duly authorized personnel, passengers going to and from aircraft or other persons being duly conducted by airmen or airport attendants shall be permitted to enter the area within the boundary markers. This does not give any person so excepted the privilege of unrestricted use of this space except in connection with flights, inspection or routine duties.
   (E)   No automobile shall be driven on the landing area or taxi-ways without the expressed permission of the Airport Manager. No parking of cars except in designated parking areas.
