The Council shall have the power, and shall advise through its agents the regulation of the types of buildings constructed on said airport, as to materials, etc.
It shall be unlawful to construct any building upon the said airport without first having secured a permit from the Council, or its appointed agents. Said permit to comply with the stipulations and regulations set out by the Council.
