5-1-24: SALES; BIDS; TITLE:

The sales herein provided for shall be for cash to the highest bidder. In the event there be no bid, the Poundmaster may destroy any such dog offered for sale. The purchaser at such sale had, after notice as herein provided for, shall acquire absolute title to the dog purchased.
