The license fee imposed and collected shall be the sum of fifty dollars ($50.00) per year. Such license year shall be from one minute after midnight (12:01) A.M. January 1 through December 31, provided, however, should a license be issued for less than a full calendar year, the license fee shall be pro-rated in accordance with the actual months of issuance.
