The Clerk shall submit all such applications to the Mayor and Council at the next regular meeting of the Council following the date the application is made. If the Mayor and Council shall so order, the Clerk shall issue a license as herein provided, otherwise the fee shall be returned to the applicant and no license shall be issued. (1976 Code)
