Conditionally permitted uses in the B-3 Zone are as follows:
A. Automobile repair services (minor):
1. Site improvements such as buildings or structures (permanent or temporary) shall be separated from any residential zone by at least fifty feet. Parking areas shall be separated from any residential zone by at least fifteen feet;
2. Interior curbs of not less than six inches in height shall be constructed to separate driving surfaces from sidewalks, landscaped areas, and street rights-of-way;
3. Any outdoor storage of vehicles, boats, parts or accessories shall be in an enclosed area in the rear yard, and shall be screened from view by a six-foot-high opaque wall or fence; and
4. The number of vehicles or boats undergoing repair or that are inoperable which may be stored outside of the building is limited to one vehicle or boat per four hundred square feet of floor area;
B. Automobile washing establishments:
1. Automobile washing establishments shall be subject to the same limitations and conditions specified in subsection 17.24.210.D. for convenience food stores with more than four gas pumps;
2. Sufficient off-street area to provide space for not less than ten automobiles waiting to be washed or three waiting spaces per washing stall, whichever is greater, shall be provided. A space twenty feet by nine feet shall be deemed adequate for each required space;
3. All wash-water, disposal facilities including sludge, grit removal and disposal equipment shall be subject to the approval of the city engineer and shall conform with all city ordinances regarding sewage and health and shall be designed so as not to detrimentally affect the city sewer system;
C. Convenience-food restaurants:
1. Convenience-food restaurants shall be subject to the same limitations and conditions as are specified heretofore in subsection 17.24.210.D. for convenience food stores with more than four gas pumps;
D. Convenience store with more than four pumps:
1. Pump stands shall be set back not less than twenty-five feet from any street right-or-way, not less than forty feet from any non-street property line, and not less than one hundred feet from any residential district boundary;
2. Interior curbs of not less than six inches in height shall be constructed to separate driving surfaces from sidewalks, landscaped areas and street rights-of-way; and
3. Site improvements such as buildings or structures (permanent or temporary) shall be separated from any residential zone by at least fifty feet. Parking areas shall be separated from any residential zone by at least fifteen feet;
E. Day care center:
1. Day care centers involved in the care of minor children shall provide the following:
a. A minimum of seventy-five square feet of outdoor play space per child shall be provided, from which at least fifty square feet of fenced-in play space per child shall be provided. Fenced-in outdoor play space shall not include driveways, parking areas or land unsuited, by virtue of other usage or natural features, for children's play space;
b. At least two hundred and fifty square feet of lot area per child shall be provided;
F. Residential dwelling units;
G. Animal hospital, clinic and kennel providing the establishment and animal runs are completely enclosed in the building;
H. Exterminator shop;
I. Garden supply store;
J. Commercial recreation;
K. Printing and publishing house (including newspapers);
L. Upholstery shop;
M. Bus terminal;
N. Business, technical or vocational school;
O. Swap meet, flea market;
P. Tire sales, repair and mounting;
Q. Bed and breakfast establishments that are located within a historical district or historical landmark as designated pursuant to Section 17.62.050 of this code;
R. Charity dining facilities, homeless shelters, and similar services subject to provisions of Section 17.24.030(M)
S. Churches.
