12.04.050 Application for permit—Information required.
   A person seeking issuance of a permit hereunder shall file an application with the department director. The application shall state:
   A.   The name and address of the applicant;
   B.   The name and address of the person, persons, corporation, or association sponsoring the activity, if any;
   C.   The day and hours for which the permit is desired;
   D.   The portion of the park for which the permit is desired;
   E.   An estimate of the anticipated attendance;
   F.   A description of the activity;
   G.   Any other information which the department director shall find reasonable or necessary to a fair determination as to whether a permit should be issued hereunder.

12.04.060 Standards for permit issuance.
   The department director shall issue guidelines which shall govern the issuance of permits, the guidelines to be in accordance with the following general policy:
   A.   Whether the proposed activity or use of the park will unreasonably interfere with or detract from the general public enjoyment of the park;
   B.   Whether the proposed activity will unreasonably interfere with or detract from the promotion of public health, welfare, safety and recreation;
   C.   Whether the proposed activity will unreasonably interfere with or detract from the use and enjoyment of property in the general vicinity of the park.

12.04.070 Appeal procedure.
   Within three working days after receipt of an application, the department director shall grant the permit or shall apprise the applicant in writing of the reasons for refusing a permit. Any aggrieved person shall have the right to appeal in writing within five working days to the city council, which shall consider the application at its next regular meeting. The council shall sustain or overrule the department director's decision within fifteen days.

12.04.080 Permit revocation when.
   The director shall have the authority to revoke a permit upon a finding of violation of any rule or ordinance, violation of any of the conditions pursuant to which the permit was issued, or upon good cause shown.

Article II. Sanitation
12.04.090 Pollution of waters prohibited.
    No person in a park shall throw, discharge, or otherwise place or cause to be placed in the waters of any fountain, pond, lake, stream, or other body of water in or adjacent to any park, or any stream, storm sewer, or drain flowing into such waters, any substance, matter, or thing, liquid or solid, which will or may result in the pollution of the waters.

12.04.100 Dumping of refuse and trash prohibited.
   No person in a park shall bring in trash from other areas for the purpose of deposit in the park and no person shall dump, deposit, or leave any beverage containers, broken beverage containers, ashes, paper, boxes, cans, dirt, rubbish, waste, garbage or refuse, or other trash. No such refuse or trash shall be placed in any waters in or contiguous to any park, or left anywhere on the grounds thereof, but shall be placed in the proper receptacles where these are provided; where receptacles are not so provided, all such rubbish or waste shall be carried away from the park by the person responsible for its presence and properly disposed of elsewhere.

12.04.110 Possession or breaking of glass alcoholic container prohibited.
   It is unlawful for any person to possess a glass alcoholic beverage container in any park. It is unlawful for any person to throw, toss or otherwise propel, or break any glass object in a park or any street or alley adjacent to any park.
