17.56.050 Accessible parking space requirements and design standards.
   A.   Requirement to provide accessible parking spaces. Parking facilities required to comply with the requirements of this code, shall include the provision of accessible parking in conformance with this section. An accessible parking area shall consist of accessible spaces and access aisles as set forth by this section.
   B.   Number of accessible spaces required. The minimum number of accessible parking spaces provided for each development shall meet the requirements of Table 17.56.050.

   C.   Additional accessible parking standards for healthcare uses. All off- street parking areas for the following uses must also conform with the following standards for accessible space provision:
   1.   General health care facilities: employee and visitor parking must comply with the standard accessible space requirements set forth in Table 17.56.050.
   2.   Outpatient facilities: Not less than 10% of the total parking spaces provided shall be accessible spaces.
   3.   Spinal cord injury facilities: Not less than 20% of the total parking spaces provided shall be accessible spaces.
   D.   Number of van-accessible spaces required. Van-accessible spaces shall be provided at a ratio of one space per every six required accessible spaces.
   E.   Equitable distribution of covered spaces. In a parking garage, or parking area with shade canopies, the ratio of covered to uncovered accessible parking spaces shall not be less than the ratio of covered to uncovered spaces non-accessible parking spaces.
   F.   Accessible space design. Accessible spaces must meet minimum parking dimensions set forth in Table 17.56.040. In addition to these space dimension requirements, all spaces must also conform to the following requirements:
   1.   All single accessible spaces must be serviced by a single side access aisle with a minimum width of five feet. The single side access aisle must have a minimum width of eight feet when adjacent to a van-accessible space.
   G.   Accessible space placement. Accessible parking spaces shall be located on the shortest route of travel to an accessible building entrance.
   1.   The route of travel from accessible spaces shall not cross lanes for vehicular traffic unless demonstrated that such an arrangement is not practical on the site.
   2.   Where crossing lanes for vehicular traffic, the route of travel shall be designated and marked by a crosswalk with a minimum width of four feet.
   3.   In facilities with multiple accessible building entrances with adjacent on-site parking, accessible parking spaces shall be dispersed and located at the shortest available distance from accessible entrances.
   H.   Grading requirements. Accessible parking spaces shall be located on a surface with a not exceed a 2% slope.
   I.   Surfacing requirements. All accessible parking areas must be paved with a surface which allows for unimpeded travel by individuals with disabilities.
   J.   Signage and identification requirements. Accessible spaces shall be identified through the use of signage conforming to the following requirements:
   1.   Accessible parking spaces shall be prominently identified with paint on all four sides of the parking stall in conformance with striping standards for all parking spaces.
   2.   Accessible parking spaces shall feature the international wheelchair symbol displayed on the ground at the entry of the space.
   3.   The color scheme of all painted features shall be distinct and in contrast from that of standard non-accessible parking spaces.
   4.   Access aisles shall be identified by painted diagonal striping.
   5.   Each accessible parking space shall be identified by a sign which meets the size and height requirements of the American Disabilities Act (ADA) and identifies van accessibility when appropriate.
   K.   Conversion of standard parking stalls to accessible stalls. Parking areas that do not have sufficient accessible parking to meet code requirements shall be permitted to combine and convert up to 10% of the non-accessible standard spaces into accessible spaces. Said conversion shall be allowed even if it results in fewer total parking spaces being available than those required for the use.
