§ 31.003 WARDS.
   The city shall be divided into the following three wards.
   (A)   Ward I. All that territory west of the east section lines of Sections 22 and 27 and south of the corporate limits line west of Sections 15 and 22.
   (B)   Ward II. All of that territory north of the alley running east and west south of Main Street and east of Section 23’s west section line, plus the area east of North 6th Street north of the I.C.G.R.R. right-of-way.
   (C)   Ward III. All of that territory south of the alley running east and west (south of E. Main Street) and east of the west section line of Sections 23 and 26.

§ 31.004 MANAGEMENT ASSOCIATION.
   (A)   Participation. The City Council does hereby authorize and approve membership in the state’s Municipal League Risk Management Association and directs the Mayor and Clerk to execute an intergovernmental cooperation contract with the state’s Municipal League Risk Management Association for membership for a period of one year beginning the date the Association commences providing risk coverage to its members and each year thereafter unless this section is repealed.

   (B)   Contribution. Each member hereby agrees to contribute to the Association a sum of money to be determined by the Association at the time of application based on the needs of the Association and the loss experience of the member, which sum shall constitute the cost of the member’s first year contribution for membership in the Association. Membership contributions for second and subsequent years shall be calculated in accordance with the loss experience of the city and the needs of the Association including total losses and expenditures of the Self-Insured Retention Fund of the Association.

§ 31.005 SALARIES OF OFFICIALS.
   (A)    The annual salaries of the elected officials shall be as follows:
      (1)   Mayor: $9,600 per year.
      (2)   Mayor as Liquor Commissioner: $500 per year.
      (3)   City Clerk: $6,000 per year.
      (4)   Alderpersons: $2,400 per year.
   (B)   These elected officials shall also receive pay for attendance at public-noticed meetings of the corporate authorities at the rate of $30 per meeting.
   (C)   These salary and meeting attendance pay increases shall not take effect until May 1, 2025, for those officials elected in 2021, and until May 1, 2027, for those officials elected in 2023. The annual appropriations ordinance for the 2025-2026 fiscal year shall for the first time reflect the 2025 increases, and the annual appropriations ordinance for the 2027-2028 fiscal year shall for the first time reflect the 2027 increases.

CITY CLERK
§ 31.020 ELECTED.
   The Clerk shall be elected at the same election as the Mayor for a four-year term and shall serve until a successor is elected and has qualified.
