§ 31.002  DIRECTOR OF PUBLIC WORKS.
   (A)   Office created. There is hereby created the office of Director of Public Works, an executive office of the city. He or she shall supervise the superintendents of the Water and Sewer Departments.

   (B)   Appointment. The Director shall be appointed by the Mayor, by and with the advice and consent of the City Council.

   (C)   Duties and responsibilities.
      (1)   Streets. The Director shall be charged with the duty of keeping the streets and alleys of the city clean and free from obstructions. He or she shall see that the streets are properly graded and that the drains thereto are free and unobstructed; and shall perform such other duties as may be provided or required by the City Council. The Superintendent shall be responsible for enforcing the applicable provisions of §§ 150.21 through 150.41, Ch. 152, 154 and 155 and §§ 156.01 through 156.09 and 156.40 through 156.42 of this code of ordinances.
      (2)   Water Department. The Director shall have charge and custody of all physical property of the Water Department not assigned to some other officer or employee, other than records. He or she shall have charge of the operation and maintenance of the water system. He or she shall be responsible for the enforcement of the provisions of Ch. 50 through 52 of this code of ordinances pertaining to the water system.
      (3)   Sewer Department. The Director shall be responsible for the general supervision of the sewer system. He or she shall supervise and assign jobs to all employees in the Department. He or she shall have the duty to operate and maintain the sewer system in a manner that complies with Ch. 50 through 52 of this code of ordinances and state regulations. He or she shall enforce all provisions of Ch. 52 of this code of ordinances.

   (D)   Ordinance violation. The Director shall report to the City Council any ordinance violation with relation to the care of use of the streets, alleys and sidewalks.
