Pursuant to Section 7.02 of the Municipal Charter, the Department of Building is hereby established. The Department shall be under the direction of the Chief Building Official, who shall be appointed by and serve at the pleasure of the Manager, pursuant to Section 7.03 of the Municipal Charter. The Chief Building Official may be a full-time, part-time or contract employee.

The Department of Building shall have full authority to enforce all laws, statutes and regulations applicable to building construction as provided and authorized in the Ohio Revised Code and the Ohio Administrative Code, pursuant to certification approved by the Ohio Board of Building Standards.

Unless otherwise exempted in these Codified Ordinances, no person shall erect a building or other structure, including an addition to a building, without first obtaining a building permit therefor from the Department of Building. Building permits shall be reviewed and issued by the Chief Building Official and shall bear his or her signature. No building permit shall be issued by the Department unless the applicant therefor first conforms to all ordinances and regulations of the Municipality regulating zoning, buildings, plats, subdivisions, utilities, streets and the like.

The Manager is hereby authorized to enter into agreements from time to time for the provision of building inspection services to the Municipality. Copies of the latest relevant legislation and agreement may be obtained, at cost, from the Clerk of Council.
(a) In addition to any other penalty provided in this section, whoever violates Section 1444.03 shall pay the amount of the building permit as a penalty, in addition to the base rate for inspections, when applying for such building permit.
(b) Whoever violates or fails to comply with any of the provisions of this chapter is guilty of a misdemeanor of the fourth degree and shall be fined not more than two hundred fifty dollars ($250.00) or imprisoned not more than thirty days, or both, for each offense. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues.
(c) The imposition of the penalty provided in subsection (b) hereof shall not preclude the enforced removal of prohibited conditions or the application of any other equitable remedy.
