§ 153.23 STREET SPECIFICATIONS.
   All new streets between the curbs shall be improved with pavements as hereafter specified and thereafter maintained by the city as paved streets. Specifications for the streets shall be as follows. Paved streets shall be constructed as either:
   (A)   Six inches of bituminous aggregate base, constructed on a properly prepared subgrade, with a two-course bituminous concrete wearing surface having a minimum thickness of 2-1/2 inches.
   (B)   A Portland cement concrete (6.5 sacks of cement per cubic yard) pavement having a minimum thickness of seven inches constructed on a properly prepared subgrade.
