No person, other than the duly authorized employees of the city, shall make any excavation of any type in the pavement of any street, alley, sidewalk, or public way unless a permit to make such excavation shall have been issued. A fee of $5 shall be charged at the time of issuance to defray the cost of inspections and supervision of the pavement restoration to its former condition.
