Within the Central Business District, all building walls which are visible from a public street or right-of-way shall be finished with unpainted brick over at least 75% of the vertical wall surface, excluding areas containing glazing (doors and windows). The remaining portion of the visible building wall may be finished with stucco, split-face block, stone, finished wood, hardie board, or similar high-quality materials. In no case shall corrugated metal, sheet metal, or unfinished plywood be used as an exterior material on a wall visible from a public street or right-of-way in the Central Business District.
Mobile units (trailers) shall be prohibited, except for temporary use during construction or for storage of materials during construction, or on lots greater than 25 acres where the mobile units cannot be seen from the nearest street. In emergent situations, the Ordinance Administrator can approve the temporary use of mobile units until permanent structures are repaired or rebuilt.
All corner lots and lots with driveways, alleys, or other methods of ingress/egress to a street shall include sight distance triangles to ensure visibility for drivers and pedestrians moving through or in an intersection in accordance with the standards in this section.
(A) A sight distance triangle shall be an area located within a triangle formed by a diagonal line connecting two points on a corner lot located on intersecting right-of-way lines, or at two points on an interior lot located at the street paving edge and the edge of a driveway or alley (see figure below).
(B) Sight distance triangles for driveways serving single-family detached and duplex dwellings shall be determined by connecting a line from one point ten feet inwards from the intersection of the street edge and the driveway to another point along the edge of the street pavement located 25 feet away from the edge of the driveway (see figure below).
(C) Sight distance triangles for street intersections and for all other driveways shall be determined by connecting a line from one point ten feet inwards from the intersection of the street edge and the driveway or intersecting street to another point along the edge of the street pavement located 70 feet away from the edge of the driveway or intersection street (see figure below).
(D) No planting, structure, fence, wall, slope, embankment, parked vehicle, or other obstruction to vision between the heights of two-and-one-half feet and ten feet above the centerline grades of intersecting streets or accessways may be located within a required sight distance triangle.
(E) No structure or object, regardless of its size, which obstructs visibility within a required sight distance triangle to the detriment of vehicular or pedestrian traffic shall be permitted.
(F) The NCDOT may require an alternative sight distance triangle configuration on NCDOT maintained streets.
(G) AASHTO requirements shall be applied to curved or curvilinear street segments.
