It shall be unlawful for any person to play or conduct or permit the playing or conducting, of any game of cards or any game in which playing cards are used in the city, in any place of business, place of amusement or in any room or place, open to the public, in such person's possession or control in whole or in part, or within or upon any premises in connection therewith without having a valid, unrevoked license therefor from the city council as provided in this chapter.
