These regulations shall apply to the development of all land within the legally defined Buhl city limits; to property outside the city limits for which annexation has been requested; to land the city has jurisdiction over pursuant to Idaho Code title 67, chapter 65; and land included within the area of impact agreement between the city of Buhl and Twin Falls County.
