3-4-5: GRANT OF AUTHORITY:
   A.   To Employ Labor And Hire Equipment:
      1.   The Mayor and City Council are hereby given the power and authority to employ such labor and lease such equipment as is necessary to carry out the provisions of this chapter, allow the bills therefor and assess said expenses and administrative expenses against said property or land in the manner provided in subsection 3-4-4A of this chapter.
      2.   The cost of such labor employed and materials used by the City shall be deemed reasonable and fair.
      3.   The City may perform the required cleanup with City employees and equipment and charge the reasonable value thereof against the personal property and real property. (1974 Code § 5-507)
      4.   The costs covered in this section are distinct and separate from any penalties and/or fines covered in section 3-4-6 of this chapter. (1974 Code § 5-507; amd. Ord. 991, 10-11-2018)
   B.   To Impound, Sell And Assess Costs Therefor:
      1.   Any property or goods upon public or private property within the City in violation hereof may be impounded and removed by the Police Department and sold at public or private auction by the Police Department as is provided in this Code for the disposal of abandoned property.
      2.   Should the City impound any property under this chapter, it may assess the cost of such removal against such property and the same shall be a lien thereon. Such assessment may be certified to the County Assessor or other proper County officer having charge of making up of the assessment rolls, and such assessment shall be placed on the assessment rolls and collected in the same manner as other Municipal taxes are collected.
