A. Power To Employ Labor, Lease Equipment, And Purchase Chemicals: The Mayor and City Council are hereby given the power and authority to employ such labor and lease such equipment and purchase such chemicals as are necessary to carry out the provisions of this chapter, allow the bills therefor and assess said expenses and administrative expenses against said land in the manner provided in section 3-3-3 of this chapter.
B. Cost Of Labor And Materials: The cost of such labor employed and materials used by the City shall be deemed reasonable and fair as contracted through the annual open bid contract selection process.
C. Costs Separate From Penalty: The costs covered in this section are distinct and separate from any penalties and/or fines covered in section 3-3-5 of this chapter. (1974 Code § 8-506)
