In the event any such construction or action is commenced without the issuance of a permit by the Building Commissioner, the Commissioner shall serve notice of such violation requiring that the matter be corrected to the satisfaction of the City. If such violation continues past the tenth day after service of the notice, the violator shall be guilty of a minor misdemeanor for the first offense and a misdemeanor of the fourth degree for the second or subsequent offense.
