(a) Prior to any construction or action which might tend in any way to change the elevation of the land to any degree, or the pattern of drainage, a permit for such work shall be obtained from the Building Commissioner by the owner of the lands involved. No fee shall be charged for such permit.
(b) No change in the elevation of any property shall be permitted if the elevation of the adjoining property is lower than the elevation of the land involved.
